220th Mabolo Parish Fiesta Celebration


The St. Joseph the Patriarch Mabolo Parish celebrated its 220th Fiesta Celebration last January 11, 2012 in honor of patron Saint, St. Joseph the Patriarch. Mabolo elementary school was the chosen venue of the event. All mandated church organizations were invited to join with a presentation number.






The KC DMI Choir consist of members of the Knights of Columbus council with the Daughters of Mary Immaculate circle presented a spectacular number with the songs Kahit Maputi na ang Buhok ko and the popular Visayan Song Pasayawa ko Day.

  1. My father Mario C. Mabalay, M.D, FPAFP, FPDS was terminated without notice on December 6, 2012 by his Employer, Cebu Provincial Governor Gwendolyn F. Garcia even before his Service Contract expired on December 31, 2012 as the Pathologist of the 16 District Hospitals of Cebu Province. The Service Contract was witnessed by Provincial Health Officer Christina Giango & Med Tech Leonidas Manatad. Dr Mabalay claim in his letter dated March 5, 2013 that he has not received his honorarium of 750 pesos per month from the 16 District Hospitals in full. Minglanilla District Hospital for example has not given him his pay due to him from January 1 - December 31, 2012.

  2. My View of Dr Mario C Mabalay`s Dismissal Story

    It was in March 5, 2013 I was able to get hold of the Service Contract in the Office of the Provincial Health Officer Dr Christina Giango, MD, MPH ( Integrated Provincial Health Office of the Cebu Provincial Gov`t.) Her Admin Officer Helen gave me a photocopy of the contract notarized by Atty Donato C. Villa. After reading it, I couldn`t help myself shed a tear. I said to myself, “ My God! How can they do this to my Papa Ling “ In Public, Dr Mario Mabalay earlier associated himself with Dr Epifanio B Mabalay who worked as the Dentist & Medical Technologist of the Eversely Sanitarium Consolacion, Cebu funded by Leonard Wood Memorial Foundation based in West Virgina Washington DC USA .

    In the late 50s, this Father & Son did a research on how to culture the Leprae bacillus in VITRO.Father & Son Medical Scientist doing a RESEARCH ON HOW TO GROW OUTSIDE THE HUMAN BODY THE LEPROSY bacillus discovered by Dr Hansen. In short, when they almost broke through- This AGAR Culture Media where they inoculated the Leprae bacillus & EUREKA they said , “it grew!?” They ASAP reported it to its benefactor a Japanese who funded the project who in return told the Father & Son Doctors the latter they have no rights to it. After knowing they wont be receiving a royalty , Dr Epifanio resigned from the project & built another one Fighting Cock breeding.Whereas my father Dr Mario whose future was brighter was sent to the Land of Milk & Honey USA in the early 1960 to study Pathology & Dermatology, a scholarship grant given to him from the Leonard Wood Memorial Foundation.

    In 1963, Dr Mario officially became a Fellow in Pathology & Dermatology. A year after the assassination of US President John F. Kennedy a Roman Catholic. Just when Dr Mario was to establish his career in Pathology in West Virginia, he suddenly packed his bags and returned home back to Mabolo, Cebu City. No body knows really the reason why. Even Dr Epifanio & retired Cebu City Dental Health Officer Dr Rebecca Cochiengco Mabalay was caught by surprise. His wife Juliana Garces Mabalay was I bet wasnt the one who was very happy. Dr Mario `s siblings, Dr Mae Rebecca, Mario Jr & Dr Melvin While Dr Mario`s brother Rolando an electrical & mechanical engineer & his sisters; Edda a surgical nurse, Leonor a pharmacist, Aure a registered nurse, Puring, a registered nurse, Dulce a doctor of medicine were not?

  3. One by one, Mario C Mabalay, M.D. FPAFP, FPDS` only brother Rolando & sisters migrated to the USA & Canada. While my father stayed & become in the late sixties, the Cebu Velez Gen Hospital-Cebu Institute of Technology then later CIM. an Associate Professor in the hospital school`s Dept of Pathology & Dermatology. Held Office at the Cebu Skin Clinic regularly & sparingly in his home & office in Mabolo, Cebu City. In the late seventies, Dr Mario C Mabalay was pirated by the Gullas Family & become Gullas College of Medicine`s Pathology & Dermatology Dept Head until his retirement in the early 2000.

    It was here Dr Mario C Mabalay signed a Service Contract with his former classmate in UP Lahug Cebu City, Cebu Provincial Governor Pablo Garcia. This was the MOTHER MOA penned in Minglanilla District Hospital that Cebu Gov Pablo Garcia agreed to take the offer of Dr Mario C Mabalay as the Pathologist of the 19 District Hospitals in the Cebu Province witnessed by Dr Eriberto Beduya Chief of Hospital Minglanilla District Hospital & Cebu Provincial Health Officer Dr Antonio Villamor. That Dr Mabalay be given an honorarium of 500 pesos/month/hospital per year & renewable after the Service Contract expires. This document was notarized by Atty Ervin Estandarte- a lawyer who wanted to become a Doctor but failed ( GCM batch `83 ).
    This Agreement was never severed until Cebu Governor Gwendolyn F. Garcia terminated the covenant err contract without notice on December 6 or roughly 13 days after my father`s Employer Gov Garcia got a suspension order from Phil President Noynoy Aquino for grave abuse of authority on December 19, 2012. Dr Mario C Mabalay`s Service Contract expired on December 31, 2012 supposed to be renewed by Acting Cebu Governor Agnes A. Magpale. This did not happen because Provincial Health Officer Dr Christina Giango ( Graduate of Gullas College of Medicine ) with held this information from Cebu Gov Magpale, the running mate of candidate for Cebu Governor Atty Junjun Davide. The question is Why?
